There's a bunch of inconsistency in his designs because:

The og creator removed themselves from the ownership of toby; basically just giving the creepypasta fandom full rights to him and whatever bc they didn't want anything to do with toby and the fandom anymore
With fandoms, there'll always be different interpretations
There's actually several different designs for toby depending on his life stages
