Admins have removed it before and they 100% agreed that it should go. I have continuously asked that we stop downvoting for no reason and so have the admins. So since we didn't stop I removed it.

We'll add it back when we think it won't be abused anymore, just like how you all were abusing the pinging feature in shoutbox.
