I agree with Raven.
You can't just give out administration privileges and expect everything to go according to plan and smoothly.
Maybe take some inspiration from the BDNS staff ranks (idk what its called). Start with a sub moderator, forum moderator, senior forum moderator, etc etc

It is never good to pick admins like this, always leads to mistakes in the future. It is best to hire and let them work their way up.
