Why is voting disabled in "Totally off-topic"?

You can neither upvote nor downvote in Totally of topic but you can in every other category. Why is this?

upvoting is designed to promote valuable content not for collecting an unknown amount of points for no reason... therefore TOTALLY OFF TOPIC posts have no value :)

Yeah. Off topic posts in general arent really important or even necessary (yk... its off topic)

Also stop with the rep farming guys. It is pointless, and might end up with consequences afterwards if it continues

Just to add to this, this limitation is supposed to encourage more on-topic posting, not as much to punish off-topic ones.
