The eShop for both the Wii U and 3DS have officially closed in 42 countries. If you live in South America or Central America (Mexico and Brazil not included) your eShop time is up
I tested this by setting my region to Argentina. It would say it was "unavalible for the country selected in System Settings" My friend is from Argentina and he witnessed the last second of it.
Official 3DS and Wii U final closure date: March 27, 2023.
