So today I saw negative downvote on "a former user" and was it due to them breaking and spamming rules? Like with the links? (lock after answer)
I would flag people that break rules right? -
Use the flag feature to report people breaking the rules and mods will handle it. Do not report deleted accounts as we can't do anything.

the consequences for breaking rules are warnings/bans, we (and people with very high rep) can downvote posts but it's not a regular consequence
