Is there a DNS that lest you access the homebrew launcher without NRO?
-
No, the DNS is only a redirect to a website within the existing browser, which is primarily used on airplanes and in hotels to authenticate to their wifi hotspots. It can't run arbitrary code like the Homebrew Launcher, and Nintendo has a lot of systems in place to prevent that.
