Is there any DNS address that redirects to the homebrew launcher that doesn't require the NRO?

The spelling mistake is bc I typed it on a Switch.

No, the DNS is only a redirect to a website within the existing browser, which is primarily used on airplanes and in hotels to authenticate to their wifi hotspots. It can't run arbitrary code like the Homebrew Launcher, and Nintendo has a lot of systems in place to prevent that.
