One of the things to make an OC is to have:

A good backstory
A good personality
Good Character design
Age, Height, Bloodtype, Bloodline, ETC.
Magical powers (If not, That's Okay)
and others I will explain later in this forum :D

A good backstory must have good reasons WHY this OC feels in his/her later life. It might change it's perspective, or personality. For example: For a villian Character, you need to have his backstory that has a good reason to be villainous. You cannot stick a villainy OC in a story and says "Bwahaha I am being antagonistic for no absolute reason, I am only here because you need a villainous creature in your story"
No. Give it reason.

Personality is great to add something to your OC, but do not make it perfect. Make sure to add it's flaws and mistakes. Like if my character would be cheerful, nice, and easygoing, I gotta add shyness, sensitive to not nice words.
A Good Characte design would be something your viewers would remember seeing. Make it add symmetry, and shapes. that include:

Circle : Cute, happy
triangle, malicious, and evil
square : Bold and strong.
ADD THESE to your Characer to make it more appealing. Add some accessories, and make it based off of something. My OC for example: based off of a arctic wolf, and a shark. MAKE IT LOOK GOOD.
Last, it is okay to not add magic powers to your OC. But if you do, Make it so that it fits your OC. My OC is a ice mage, so I add ice powers, if it is fire, then add it. What your character is based off of will be its power. Sephiroth has fire, destruction power because he is a seraph and based on it, Seraphim also has Fire power.

He also has ghost and dark powers, because he is evil.

I have hundreds of different characters ive made as I enjoy working on a few narratives

Alot of ocs you come across nowadays are either strong for no reason, basic in design, personalty, or backstory, they have no hobbies (always saying "I'm bored"), and yeah, as you mentioned, antagonistic for no reason sometimes

I also feel like an oc that has an atmosphere and purpose is one worth investing time into

i love making ocs based on things like mythical creatures, objects, and plants and such
but the main story im working on revolves around superhumans on a futuristic earth dealing with conflicts like alien overlords and such so i have a fair share of those too
