i cant access most of the public chats, only shoutbox and random stuff, and thanks to this i cant get into the mod gc without being pinged. also im on switch

You have to click the ^ button ontop of the private chats... It should be right above the private chat at the very top, that will allow you to hide all of them and you'll be able to access the public chats. It is great to know you are actively talking with the community.
