These kind of things are only allowed to be shared via DMs or stored on your profile. As far as forum communities, yes, you are permitted to share them as long as you aren't mass-advertising it. You are considered to be mass-advertising when you have posted the forum/chat room link in multiple areas of the site, repeatedly and non-stop. For example, you posted these links in a thread, sent it to multiple people in DMs, and also sent it inna public chat room multiple times.
