Topic naming and repetitively posting

I think that topics should have a good title that in a way explains what the topic is about, instead of "hey sooo", "hey yall" or "hi". Just my thoughts.
Theres a few users that post repetitively, causing the site to lag. On the first page of topics, sometimes 13/20 topics will be by one person. In my opinion, a topic cooldown would be awesome.
But I'm just rambling.

I post a lot, but I have a lot of topics that are legitimately long, and like essays minus proper Grammer, capitalization, and well, spelling
and i've been bulding up the post count for over a year atp. I do think a topic cool down feature would be nice, like one topic every hour or something, but replies shouldn't have a cool down and if someone is spamming there, then it's spam. reason why I say I don't think a reply cool-down needs to be added is because they might wanna say something time-sensitive and it could just be annoying to anyone just trying to have back and forth dialog in the comments about the topic being discussed -

I haven't seen a problem with your posts, but I really mean the people that shoot out 9 topics in 2 minutes. Topic cooldown. I think 1 topic every 20-30 minutes would be good.

there's really not a way to counter this without enabling the post queue longer for newer users, which many people complained that it was discouraging people to post. With our userbase and the overall age of the users within the BrowseDNS services, it would be pointless for us to try and force the rule into people who have really never been on a forum before.
