Excluding US States, the worst flag in my opinion is the flag of the country of Belize. It violates almost every part of good flag design: It has writing (which is a huge no-no, as flags are not letters or postcards), It has more than 4 colours, lacks any symbolism and it is not simple. Including US States, however, it is objectively the "Seal on blue" state flags, such as Wisconsin, Michigan, Maine, Pennsylvania, Connecticut, Kansas, Montana, etc... for pretty much the same reasons as Belize. While I do not have a clear favourite, my top 5 contenders for the best flags are the following: Austria, Iceland, Estonia, Slovenia and Canada.
