Should CSS be Banned

So with the size, color, blur, and shine I'm seeing on messages, I'm going to ask about it. Do we think the message stuff is going to get out of hand and should I set a rule against it preemptively that would only apply to public chats?
Do note, if the yes votes are lower than the no votes, action still may be taken due to the fact they can't really prevent it and also it could hurt people's eyes or their head. You could use it in DMs regardless
