If you don't know/correlate with someone you have NO RIGHT to DM them. ESPECIALLY IF THEIR DM'S ARE CLOSED. They obviously have them down for a reason. If you want to get to know someone or interact with them, it's best you do so publicly. That person does not have to give information, interact with you, or talk to you.
