I will take a look in the admin panel. Give me a few.

It likely involves the permissions for the forum services group. When we create special groups like that and things like the moderator group with special permissions it's always likely that we disabled something accidentally. I can't manage group permissions so I can't confirm if this is the issue or not.

I will test it on my Switch to see if reporting is bugged for Switch users. If it is I will take it up to the admins to see if they can fix the issue.
